You can control the behaviour and appearance of this window in File->Settings->Console. If Autohide is checked the Console will appear only when needed and hide afterwards if the operation was successfull. Otherwise, if an error is encountered or if a warning needs to be displayed it will remain visible.
Hide/Stop button
This button will allow you to close the Console or to stop lengthy operations as a SnapShot applying.
Progress bar
When a service is started or when it receives a control (Stop, Pause), it reports its progress periodically to the Service Control Manager (SCM) incrementing the value of a registry key. The Service Control Program (ServConf in this case) can watch this value to see if the service is still making progress or if it hung. The Progress Bar is not an estimation of the remaining time till the operation is completed, but just reflects the remaining time ServConf will wait until it reports that a particulary service is not responsive. If you don't want to wait you can close the Console since this will free the secondary thread and enable you to continue. (ServConf will start just one secondary thread at a time and only the secondary thread can communicate with the SCM).
Display
The Display has a basic highlighting to make messages easier to identify.
